Jennifer F. Hinson joined Rutledge Ecenia, P.A. in 2017 after a successful career in both the public and private sector. Throughout her career, Jennifer has represented clients in a wide range of matters including state and local procurement, professional licensure and regulation, Medicaid Program Integrity investigations, contract drafting and review, HIPAA compliance, federal and state anti-kickback, fee splitting and self-referral issues, unfair and deceptive trade practices, anti-trust issues, sovereign immunity, public records, employment law litigation, not-for-profit audits and accountability, corporate compliance, investigations by the Florida Office of the Attorney General, and general civil litigation matters. Her practice includes state and local government procurement, administrative law matters, civil and administrative litigation, administrative rulemaking, professional licensure matters, state and federal healthcare regulation, provider reimbursement matters, including Medicaid and Medicare reimbursement and policy, and workers’ compensation reimbursement disputes and policy.

Jennifer is admitted to practice in the United States District Court for the Northern District of Florida, the United States District Court for the Southern District of Florida, and the United States Court of Appeals for the Eleventh Circuit.

Jennifer was recognized in 2011 as a Florida Trend Legal Elite Up and Comer, and in 2013 as a Florida Trend Legal Elite. Before joining the Rutledge Ecenia team, Jennifer worked for WellCare Health Plans in an operational role as the Senior Director of Hospital Contracting. She managed WellCare’s Florida hospital network which included more than 200 acute care facilities and was responsible for internal health care operations, provider contracting, financial sustainability of hospital rates, regulatory compliance, and health care policy issues. She directed all hospital contract negotiations and she and her team managed issues related to reimbursement, claims payment, claims audits, recoveries, medical expense initiatives, and member care.

Jennifer graduated from the Florida State University in 1997 with a Bachelor of Science degree in Political Science and received her Juris Doctor from the Florida State University College of Law in 2000. She was admitted to the Florida Bar in 2000.
